Rockton isn't as prominent a character as it has been in previous books, we get to see the outside world, the First Settlement as well as the Second Settlement, and understand the hostiles much better and some of the inhabitants in each.

Of course that is just a little of what they face in the small, off the grid "settlement," and does not even cover the different types of "groups of people" who live in the woods surrounding them and how they affect the "residents" of Rockton.
