Windows tells me that I am running the latest version. Therefore, I should download it from Intel and version 9.5.24.1790 1.5M should work in most cases. The solution seems to be to download an older 8.1 driver version 10xxxx or 9xxxx, but no 10xxx or 9xxxx version is listed on hp.com for my pc. I offered that suggestion because other folks had the same issue as you did, and updating to the latest version of the IMEI driver worked for many of them, and for some it made no difference.
